I've got an existing customer that added V.M. Need to know what the admin pswd.?
I looked in the manual and it never says what the admin mailbox # is.
I need to program about 12 V.M. boxes.
The display says to enter admin mailbox #.

Are you looking in the installation manual or a user manual? The Vodavi installation manuals are fairly detailed in this regard. Of course, the actual password depends on the voicemail platform - Vodavi had several...

Does programming have to be done at Sta# 100?

Depends on which system... Saying "Vodavi" is much like saying "Ford" - it covers a lot of territory. Most systems allow programming from X100 and newer ones can be configured to allow programming from other/additional/all stations.
