Voicemail devouring lost calls

This is an issue I've been dealing with for a while now, and I can't help but think it is impeding business but basically when I look in Call Center View I notice that our main reservations group has no calls lost but the Voicemail group has a ton of lost calls (and some answered ones). I guess my question is, considering we do not have queueing currently enabled, at one point does a call become lost when it hits the voicemail group?
 
May not necessaily be lost. Lost is not answered by a person and voicemail is not normally counted as a person. Voicemail Pro callflows can be customized to mark the calls as answered when they reach a selected point such as asking the caller to leave a message.
