Voicemail button not working on J100 series

I'm not sure exactly when it started but while testing sbc settings on powered by R11 FP4 SP2 noticed that the voicemail button on J100 phones (local or remote) stopped working. Also system status shows voicemail connection ok for a while then disconnected. The service stays up fine though. A reboot brings up voicemail connection. I have found nothing so far using monitor and voicemail logs. Voicemail doesn't show as responding when the button is pushed though monitor shows the button press. When the connection is up, pressing the button shows some voicemail data, message light is ok, but just rings and does nothing. Visual voice is set. Address is 127.0.0.1

Recently put in settings for timers on J phones SET_STIMULUS_SBC_REG_INTERVAL 180, along with RW_SBC settings and SET WAIT_FOR_REGISTRATION_TIMER 40 in Specials file.

I haven't tried taking all of those out yet. Haven't been able to connect an H323 phone yet. But since the voicemail connection goes down (not the service) seems to be something more than just the J phones. Still working on troubleshooting it.
 
Bad title, not working on 9611G phone either
 
It does show port allocation failure in System Status as well...
