voicemail access for internal callers

i have a mics that has an extension that external callers can leave messages but not internal ones??? the phone is a m7100

how is the forwarding programmed and when you say "external", do you mean DID calls directly to the set or someone calls the main number and is transferred?

If you're saying that f980 isn't working to that extension, it's likely that the mailbox assigned to that extension isn't the same as the extension number. You may want to take a look under f983 to verify that they're the same, and rebuild the mailbox if it's not.
