VoiceGW to RADIUS accounting records

Hi all,

I've got a problem in configuration of VoiceGW (Cisco 1750) and RADIUS.
Situation:
I configured Cisco for start-stop accounting and trying to make a call from one phone to another. Cisco sends me a lot of unnecessary and confusing information. It makes a record when I pick up a receiver, when I have dialed a number (hear the ringing) BUT don't sends a record when I established a connection with another phone.

This information is unusable for accounting!
Does anybody know what's wrong? Wrong configuration? Wrong Cisco operation? Something else???

Please help, I spent 3 days and do not see the way to solve the problem.
