Voice Quality Statistics

Hi, does anyone have experience with the Voice Quality Statistics report? Trying to use it for QoS but can't understand why there would be dependencies in the various packet loss columns. I row 8, Packet Loss is 41, Packet Loss Max. Burst is 1 and the rest of the packet loss columns are zero. How can this be? Certainly makes me question this report. Also, would you normally ignore packet loss in the first and last intervals for a call? Thinking maybe call setup and teardown would affect these.
