Qos is designed which we can make only 10 calls.. If a 11th call is made...will it effect all the 10 calls ?

If it effects all 10 calls.. what should be the proper configuration?
 
If you exceed your voice bandwidth SLA all calls will suffer in quality not just the 11th.
So if your QoS only allows 11 calls for voice, then in call manager the region voice bandwidth setting should be such that only allows 10 calls as well. Then the 11th call will get rejected in ccm and the caller will get a msg on their screen notifying them of the issue.
Obviously if that 11th call is a common occurance then you need to add more bandwidth to that site so more calls can go out and meet your quality standards at the same time.
