Voice Pro System-Call Forwarding Problem

I have my system set up to use the auto attendant to answer my company's main line. The greeting says (example) "for Ray dial 11 for Tom dial 12" I then have extensions 11 and 12 set up to transfer calls to separate phone lines for Ray and Tom which each have phone company voice mailboxes for them. I set it up this way because I wanted Ray and Tom to each have separate lines outside the system that would ring in their offices so I am basically using the system just to handle the main line (it also has another line, our fax line, plugged in to be the call transfer line). Now I am having trouble with the call forwarding. Somtimes it works but sometimes it says "the party you are trying to reach is unavailable" which sends the caller some unknown place in the system. I have a VP408 with the latest software. Any suggestions? Thanks.
