Voice over IP/FR

hi..i need to configure voice over Frame Relay network between router A and B. According to my customer they need to connect it to a PABX system which has an e&m interface. the problem is my product team purchase a fxs vic card.I've been told that it can work, but from all cisco document that i've read that's not the way..can anyone help me with this.

and what's the different between pots dial peer and voip dial peer. do i need to configure both for each voice port
or just choose one which i want to use? can i have a sample configuration on this...
