Voice Messaging light stays on Avaya Partner ACS

Voice message light stays on on EXT 10. I can manually turn it off (Feature 10#), but it comes back on after a while.
Have done a hard reset of the system
Cannot access MB 9991, etc to check/clear admin messages.

I know the system is old; but this is a new issue for us.
 
What flavor of voicemail? If Avaya, listen to exactly what you hear after dialing Intercom 777

Partner Mail VS
Partner Messaging
Partner Voice Messaging

If Partner Mail VS, press 9 and listen carefully for the Release
If Partner Messaging, press 7 to hear the release

Report back with information!
 
If you can log-in as the admin to 9997 then you can reset mailbox 9991. I am guessing a message was left in the general mailbox. If you recently re-recorded your greeting I bet the 0-out was changed from x10 to "general mailbox" which then transfers calls to the general mailbox instead of x10.
