With out your Tie line you will not be able to pass the coreect info to get the caller to a mailbox. If you have an auto-attendant at the other side, you could send callers to that. Your best option would be to have a receptionist on site transfer the callers to the express message number and mailbox.
The changes you need to make - depend on your setup. Look up the FDN for phones that forward no answer to voice mail and post back.
