Voice Mail Cover Issue

I have an ACS R6 with Partner Mail VS R5. There is one extension that I would like to exclude from the automated attendant, as it is a separate company, and just have the line (line 6) go directly to extension 15. I have done the line ownership of 6 to 15, and have excluded line 6 from the auto attendant, and it still won't ring to her phone (I have tried it both assigned and unassigned in group 7 of the voice mail and neither works.) I have done this easily in the past and can't figure out what's wrong with this one. I also made sure voice mail cover was on for ext 15. This has me baffled. I have read all the old posts on this and my programming seems fine and I seem to have done all the correct steps and it WONT WORK. Could there be anything buried in prior auto attendant programming that would be in conflict with the standard programming for this??? Or any other suggestions? Thank you. D
 
Also if you want it to Line 6 to answer to ext 15's mail box then it should be
1. #206, group 7, 3 VMS cover.
2. #208, line 06, ext 15
3. Have line on phone (#301)

There are actually 2 different ways to have a line answered by a mailbox. Both require that the line be assigned to that extension, and have either Immediate or Delayed Ring. Both require that the extension also have VMS Coverage, either with Auto VMS Coverage in #310, or a VMS Cover button turned on.

1st way is Line Ownership. The line can appear on other extensions, and of the owner of the line uses DND, the line will still ring on the other extensions before covering to voice mail, giving them an opportunity to answer.

#208-(Line Number)-"Data --" (Not Assigned to any Extension)
In the VS Mail, option 6 is Line Ownership. Here you assign which mailbox will be answering the line.


2nd way is Line Coverage. The line can appear on other extension, but when the owner of the line uses DND, it covers IMMEDIATLY to voice mail.
#206-7-(Line Number)-2 (NOT ASSIGNED)
#208-(Line Number)-(Owner's extension number)
No need to do anything in the VS Mail under Line Ownership, the ACS will take care of the routing.

 
I have programmed it exactly as shown in example 2 above - line coverage - I have done this many many times in the past and this time it isn't working. What can I be missing?
 
Is the line assigned to the extension?

Does it have Immediate or Delayed Ring?

Is there any line restriction for that Extension/Line in #302?

Does the extension have Automatic VMS Coverage?

Does the extension cover to voice mail when called internally?
