This problem is a Lan Networking level problem.

1º there is no quality of service applied in the voice VLAN.
2nd there is no separation of traffic between voice VLAN and Data VLAN.

I recommend that you do the research at the LAN level, especially QoS, which is what must be marked for the voice VLAN.

In case they are softphones, from the ip-network-region where the softphone registers, it has to apply the traffic marking of the packets with DSP=X and a CS=X. Then, at the routing and switching level, it must be said that any packet marked with DSP=X and CS=X will have quality of service applied so that these voice packets travel faster than data packets.
