Voice Gateway Media Cards - weird broadcast

I have three VGMC's, in an Option81C, with two CS1000's. We have no IPsets, but have H.323 trunks between sites. Every so often, we get a large flood of all zero mac-address broadcasts from the three cards at different times.
Is this "normal" behaviour, and is there a way to reduce or eleminate this traffic alltogether?

I can send the packet capture log filtered to the all-zero's broadcast which can be opened in your favorite packet sniffer program if any one needs it. Here's a text excerpt of the log:
