Voice calls come through as Ring

Hello all,
For some reason calls placed with the Voice button on any extension will ring as Ring on a certain two sets.
I inspect/ed and they both have buttons programmed for sysacc voice -i. It's only two sets on my switch that have the problem and all our sets are mlx.
Also it's 6.1 v11.1
I thought I read something about a bug like this in 6.1 but not sure. any ideas? Thanks!

Those two sets have deactivated voice announce. Pick up on an SA key and dial **10 to restore. (*10 disables voice announce)
