VoIBE Card is hangup

Multi-site iPLDK-300 system is connected via VoIBE Net-CO numbering plan.

Sometimes Site-A VoIBE card is blocked and call not pass through other site. After card/soft system reset, card is coming in operational.
What is the cause of such issues that can hangup this module.

Please give a guideline to resolve it.
