vodavi triad 2 co lines busy

We use the triad 2 system here at our school and now we can initiate a page from a room but not from the office or the main telecor phone. The CO5 and CO6 lines are used for the intercom system. These lines are always busy. The error says that it basically cannot do what you want because someone else has already initialted a change.

I hate to say this but I've never worked on any Vodavi systems before. I was browsing through the threads and saw this post. Do you have the system manual at your location? If not, here is a link that has most of the Vodavi manuals.
