VNC can't connect INSIDE firewall

For some reason, I can't connect a laptop VNC viewer INSIDE our firewall to a VNC host INSIDE our firewall...

I CAN connect to the VNC host from OUTSIDE the firewall using another machine... and I can use the laptop to view OUTSIDE of the firewall to another VNC host.

We're turned off everything we can think of on the laptop regarding firewalls, internet security, etc. Any idea why we wouldn't be able to connect INSIDE the firewall? (UltraVNC)

The firewall settings on the laptop shouldn't matter. Make sure they are on the same ip scheme and workgroup. Make sure the host machine firewall is off or has the right ports open. Something doesn't sound right. It could be something very simple.
