vmp voicemail on IPK II

One of the guys I work with in another city has an ipk ii that the voicemail answers after 1 ring no matter what settings he changes in cmd 22. We went through 22-01 for all trunks and made sure they were set for normal. made sure there were exts in ring group 1. Made sure mode 1 of 22-05 was set for 1 and 22-08 mode 1 was set for a 1. With all these set accordingly, voicemail still picks up. So I had him reboot for grins...didn't help. thinking maybe we should default and try again.
Anyone have a thought on this.
