What about voicemail to email isn't working? Are you getting errors or silent death.
What sort of voicemail are you using?
What sort of email are you using?
Is the user set to use voicemail to email?
Can you ping the email server.
Have you spoken to your business partner about getting this feature to work?
These are the basic questions that need answering, but I'd guess at something being mis configured with the voicemail
