Can I use a Transfer action to transfer a call to an external number?

We use 9 to dial out, so I'm setting my destination to be:

92223334444

If I do this I get like 3 o 4 continuous tone.

We have 4 analog trunks in two different Outgoing Group ID, two on each group.

Make sure that trunk to trunk transfer is turned on.
