Will VM Pro run on a Windows 7 or 10 PC? Or, does it have to be installed on a Windows Server OS?

depends only 11.0.4 release still uses Windows all new releases use Linux. But if you are loading R11.0.4 or earlier then yes it will work on a PC.

The Linux server works with earlier releases so you could use this on a PC but it would wipe out everything. Which release do you have?

You can get PCs without Windows if you look around.

Check the supported hardware but a fairly basic PC should be OK for small set ups.

If you need to use 11.1 I would use Hyper-V. I believe it requires W10 Pro. Here is a step by step install guide.
