VM Pro - Dialing a hunt group, disconnect

We have an autoattendant set up, when I hit 0 which is supposed to transfer to extension 198 which is our Operator hunt group it does half a ring on all the operators desks then disconnects the phone call.

I have tried making a new hunt group, new path in VM Pro and neither help. Dial by name directory connects calls just fine. if I call in and hit 198 (the hunt groups) extension it connects fine. but when I bind the hunt groups extension number to a number on the menu it just fails and disconnects. If I bind a users direct extension to the number 0-9 it connects just fine.
 
Create an exact replica of the group just with a different number and try that. If it's the same delete and recreate the VM Pro module.

okay I created a whole new module, and a whole new hunt group. I am still having the same problem. any other ideas?
 
I fixed the problem. apparently theres a bug in the newest firmware for the IP403. This never happened till I updated it. several of our employees forward their calls, "forward internal calls" was checked on one of the employees. This has never affected it before I updated the firmware. So yay new bug!
 
Ok so I didnt fix the problem... I have tracked down the problem but dont know the solution. So any help would be appriciated. It has something to do with the hunt group and forwarding. There are 6 people in the Operator hunt group. One of which likes to forward their calls when they arent here since they are more than just an operator. If forward internal calls is checked (when you call in through the hunt group) it disconnects local calls. more specifically if I pick up my phone internally and dial up the Voicemail autoattendant which happens to be 2 on my phone. Then hit 0. it disconnects. If I uncheck the forward internal calls, It wont disconnect on a local call, but still d/c's when I call in on a cell phone. When I take her off the hunt group or turn off her "forward unconditinal" button everything works fine.
