Does the VM Pro have the ability to send voice to text messages?

No, you can add text to speech via licencing, but not vice versa, it also cannot do SMS

Many Mobile providers used to provide an email to SMS gateway, using email notifications to the "Inbox" of the mobile phone works.

A Maintenance contract is essential, not a Luxury.
Do things on the cheap & it will cost you dear

you cant have the wav file send as text though... we have a customer that we set it up to email xxx-xxx-xxxx@vztext.com for instance but it just gives them the info like caller id and date
