VM not starting on 8300 (DOWN SITE)

Went to add station card in unit 2 of 8300 in slot 2. In unit 2 where my VM was working since 2009 i had noticed it stopped. when i realized i was at port capacity i backed station card out but VM failed to reboot even after hard reboot and several saves to both main unit and remote unit.
Call NTAC they had me check EE00 and EE01 fan F88. It looked like licenses where there.
01 : read PORT capacity 270/288
43: UMs Client read 0000/0008
46 CLient read 0000/0005
47 UMS language read 0000/0003

in EE00 i had to put back value for 47 UMS language 003
in EE01 I had to put back IP address of VM and subnet
Save to main save to remote
reboot

Fast forward to AVST
ran through line commands and watched past NEC blue screen and VM was getting hung up on Looking for Licenses.

Nothing was upgraded on VM and 8300 is still running on old database from 2009

ANy ideas as to why My VM will not boot up? All data is on flash card and was checked with AVST.
RIght LED stuck on Solid green

i think i answered my own question
in F88 043 im showing 0000/0008 so my license has been lost?[
 
No, 0000/0008 means 0 licenses of a possible 8 are being used. The VM is still not finding them. I am not sure if you mentioned a system reset, but I would try that. You might have to uninstall the VM blade, reboot the system, then re=install the VM blade as new. Your related programming should remain.
