VM light active but no message

I have a spare IPO that is on version 4.2.It has the current config loaded on it, same as the production unit. We tested it the other night and all was well until we tested the VM, when a message was left to an extension the light went on but there was no message there when we went to retrieve it.
We did stop the VM services prior to the cut and then restarted when the spare was in place.
