VM Config Icon Missing

I'm running an MM3.1 with 2 MAS and 1 MSS. These are not on the company domain. We had SAL implemented and when the tech went to onboard the 2 MAS Servers there needed to be some config done via the Voice Mail Configuration. This was done on 1 of the MAS Servers, but on the other there was no VM Config icon, nor was it in programs. How does that get installed or is that by design that it only sits on 1 of the servers?
 
You should be able to do everything on the one MAS that has the VMSC icon. But they both should have it.

The program is acsconfig.exe in the tools \admin folder or just do a search for the file.

If it is not on the server then you have bigger problems.
