VM Box zero out disable

Is there a way to disable to zero out feature on a per mailbox basis? I tried to disable to personal target attendant but that did not do what I wanted it to do.
 
In the class of service for the mail box set target attendant to "no". You can change the class of service value that your using now for the mail box or set up another class with the settings you want.

I tried setting the set target attendant to no, however, the mailbox still zeroes out to the default system operator.
 
I also tried setting the personal target attendant to the extension of the mailbox and it still rang the operator. The mailboxes i'm working with are virtual mailboxes. There are no extensions tied to them. We have a direct line coming in that goes directly to voicemail. If a message is left, it then rings a cell phone. We just don't want callers to have the ability to zero out.
