VLANs with NBX

I have a network that i need to setup according to the linked picture.


I have a building that will be subletting to tenants.
These tenants will be provided phone and internet from the land lord. (NBX and T1)
The tenants need to be in their own VLAN so that they are "private networks", I still need the phones to work.

All computers will be connected through the phones.

Each tenant will be provided their own router and public IP address. This router will be plugged into the switch as part of their VLAN. There is no need to route IP traffic between vlans, as all tenants will have private networks.

Does this make sense, or have I confused you?

So, any configure examples, advise, info to help me do this...

BTW, the current switch is a 3Com POE Layer 2 switch that will support VLANs...
 
First of all, what is the address of the NBX call manager?
