Vlan Tagging

I want to do vlan tagging within windows 2003. i have 2 network cards installed in my server. HP NC3163 & 3COM Etherlink 10/100 PCI. I cant find anywhere in the network properities of these card where i can enable vlan or when to put the vlan id. how do i know if these netcard are vlan compatible?
