for VLANS eth0 should not be bound to any IP address and you should have a config file for your VLAN interface etc/sysconfig/network-scripts/ifcfg-eth0.10
Is this the case?
everything seemed ok but the network required restartig after the system was booted.
I have now adopted Universal plan B: (When all else fails CHEAT)
I have created a script that checks for the existance of the VLan & if not present restart the network
then set this a a cron job to run on a regular basis
