Vlan leakage

Blackdiamond 6806 - Has anyone ever seen an access port in the same vlan sending some of its non local traffic to other access ports in the same vlan?
Its as if port mirroring in enabled even though it isnt
I thought it may be a corrupt fdb but rebuilding this has had no effect. Ive basically got 2 switches connected over gigE running 802.1q.
Ive put an IP address on the vlan with the problem and pinged the broadcast address to see if both switches would have the same number of arp entries in the table
when I noticed this/....

The default arp time out is 5 minutes yet I have many devices always on zero that never age even though all entries are learnt dynamically and then others that are getting purged from the table way before the aging timeout

Anyone seen this before and anyone know why someports are being rejected?
