visual studio.net installation

visual studio .net has detected that the web server is running ASP.NET 1.0. The Web application you are creating and opening...... [message #793287] . If i choose "make the application compliant with asp.net version 1.0..it says required components are not installed on the local webserver..
I did everything that is mentioned in Help..Im using Windows XP professional,vs.net 2003.. any solutions

Upgrade the framework to 1.1?

Sorry, i did not mention earlier I already have .NET Framework 1.1 installeed
