Visual Studio, C# & source safe

Well, I am not sure that this is the correct place to post this, but here we go:

I am installing the above products in a network system. The user wants:

Developers to develop locally in their own computers; when they are ready to test, submit to dev server, which for some developers the connection is a local network connection but for others is an Internet connection. Then when certain stage is reached they should submit to the SourceSafe and then to the live server (again, for some developer, the connection to the server is a local network connection but for others is an Internet connection)

Can an environment be configured for this? If so, what are the proper procedure to enable this environment using the mentioned software? We have tried using web projects with some remote users (some remote users have the capability to map a drive through VPN connections) but this configuration needs direct access to IIS, so we are experiencing problems

Any help will be really appreciated,

I remember that with Visual Studio 6, source safe can not be used as is when some users want to connect to the source safe server through Internet.
To cope with it we used a tool built on top of source safe that solves the problem.
The name of that tool is SourceOffSite, more info here :
