Visual Messenger - disabling Dialer 2

I have an Octel 250 with Visual Messenger 4.0.
When it was installed by the Octel tech, the Dialer was enabled. I ran the modification to remove the check mark in the Visual Messenger Configuration.
In the VMB.INI file there is no parameter for Dialing.
I uninstalled the client software on my PC. Reinstalled Visual Messenger on my PC. But I'm still able to dial out.
Do I need to set a parameter in the ini file to disable that option?
Also is there documentation about the parameters in the vmb.ini file?

I have not reinstalled my OAS 4.0 as it would be a pain to do but you can control the ability to dial outside the system by the C.O.S. for the users.

I did change my vmb.ini file and the dialer still worked but if the classs of service does not allow outcalling then they can't use the dialer to call outside the system if that is what you are trying to do.

On my system if I go to the Client PC and find the \Windows\vmb.ini file and change Enable Dialer to equal 0 then the next time I bring up Visual Messenger from the Client PC the Dialer is disabled.

Note that I am testing on a Serenade 200 but it should still work the same way from a Aria 250 perspective.
 
Yes, when I go to the Help...About Visual Messenger it displays as Visual Messenger 4.0.00.0. I can also have the Visual Messenger program up and running and then go into the vmb.ini file on my PC and change the Enable Dialer back and forth and switch back to Visual Messenger and see that the Dialer Icon is either there or grayed out when it is diabled. My PC is running Windows XP. Maybe the difference is in whether the system is a Serenade or an Aria??? I can test this when I have more time.
 
I did both installs; the Typical where it runs from the OAS server and Custom where the files are loaded on my PC. In both cases the installation copies a vmb.ini file on the local PC (based on the OAS's vmb.ini file). In my instance if I changed the local PC's \Windows\vmb.ini file so that the Enable Dialer setting was equal to 0 it would gray out and disable the Dialer button.

I searched on my PC and found more than 1 vmb.ini. So I removed the extra one. I modified the vmb.ini to have "Enable Dialer"=0.
That worked. I very much appreciate all your help.
Now what I need to do is find a way that I could remove the buttons on the toolbar that are not active. Is there a way to do this?
