Visual Menu Builder New User

I added a new user through Visual Men Builder. When I log on as user I want to transport tabs from, I do not see the new user in the group. If I go to tools, supervisor utilites I don't see the new users nor some of the older users. How do I get the users in the list so I can check "transport tabs"?
