Visual InterDev6.0 Site Diagram Toolbar

I am new to Visual InterDev. I want to storyboar my website but when I open an empty site diagram, I do not get the toolbar to allow me to add pages to my site. How do enable/activate the Site Diagram Toolbar?

Please Help!!!

Start in the main menu:
View -- Toolbars -- Site Diagram
