Visual C++ and uploading files

I have an application which currently passes a bunch of info to a cgi/perl program running on a server. My problem has been using Visual C++ to upload a file along with the data. I know how to do this with a form online but I can't seem to figure out how you would do this from an application on your desktop. Thanks.
