I was thinking about learning a new programming language and couldnt decide between Visual Basic and JAVA. Can VB be used for web based apps and to run internet web pages like JAVA. I want to program a simple web based appointment schedule program, where people can make their own appointments on the web.

Are you looking for a career in programming? Or just want to play around? Either language will work for you. As I understand it, if you just want to manipulate the screen, then Java is better. If you want to manipulate a database, then VB Script would be a better choice.
However, I am not a Java programmer, so others may have a different opinion.
