visual basic 6 with crystal report 7.0

exist examples for create a setup for install a package
created with visual create application.
When I execute on a new system the setup program I have this error:
error during registration of c:\windows\system\cristal32.ocx.
If I install crystal report also on PC with only WIN98 installed and dcom 98 for use ADO all running correct.
