Vista View Saber DA-1N1 combo Tuner Card 1

I just replaced my ATI TV Wonder Analog tuner with a Vista View Saber DA 1N1 Combo Tuner Card(Analog and Digital).I can not get it to tune in any stations,. My set-up is Windows XP SP3
Duron 1.8 cpu
768 mb memory
Niva Geoforce 8400GS 512mb Graphic card
I have VLC Media player installed. anyone has any suggestion?

If they too do not work, then get a cheap TV card that is VISTA compatible... and sell the old one on eBay ...
