is there a way to map a network drive for a user without login to that user account?

A batch file in that user's startup folder? The batch file would contain the appropriate net use command.

If you use the Map Network Drive util in Explorer... there's a link "Use Different User".

Map a drive, and click on that to supply a user that they can use to log in at the point of mapping the drive...
That works without having to use Net Use...at command prompt.
