Vista Home Premium change language

Hi,

my cousin bought a new PC with Vista Home Premium OEM, French language version, as he recently moved to France. He asked me to install the Dutch version instead but before I format the drive I'd like to know: can I install the Dutch Vista Home Premium using the same OEM license key, or is the key language version dependant?
I know there's language packs for Vista Ultimate but apparently the Home Premium version does not have this feature.

try this link it gives you language packs if your disk does not support different languages..

These posts say No,but the obvious answer would be to check with Microsoft or the OEM concerned.
