Vista Fax application

Oh, they do - just not in the Home editions.
I see that a fair number of people recommend SnappyFax
One reason you don't find much free fax software for Vista Home/Home Premium (unlike say for XP) is that the freebies for XP were all mostly just shells around the built-in faxing capability (i.e they may have improved ease-of-use and added features and functionality, but in the end the actual faxing was done by XP itself)

Windows Fax and Scan is available in Vista Ultimate, Business and Enterprise, but not in the other versions.
