Vista - Cannot load exe file from CD ROM

I'm trying to help a friend who has a laptop with Vista Home Premium.

She has the Talk Talk Connect 'n' Go set up CD ROM. This contains an exe file which assists in setting up a Broadband connection in the UK. When I try to install this I get the following error message:

'You are not currently logged into your computer as an Administrator. Please log out and log back in as an Administrator and then restart the installer'

When I originally logged into the laptop, my friend's account is shown as Administrator! The only other account shown is Guest.

Any advice as to how to install would be much appreciated. I have already tried installing direct from the CD drive but get the same error message.

I have also tried Windows Vista F8 Advanced Boot Option — “Disable Driver Signature Enforcement”. Despite doing that I still cannot get the CD ROM to be recognised.
 
This problem has now been resolved!

You right click on the file name and then select 'Run as Administrator
 
Hi, You know what else you can do? Is open up CMD>run as admin> and create a admin user...origianl. I don't exatly know how Vista Home runs, but that's how it works on Business edition.
