Vista & IE7 - IE 7 is "twitchy"

Vista & IE7 - IE 7 is "twitchy"

I mean a IE7 window changes size from maximized full size (not full screen) to Restored size - the middle icon in upper right does same thing, but this happens when I click on an icon on a web page or page up / down with the arrow cursor on the slider bar area >> right side of browser window.
