Visio Replacement

Anyone know of a freeware Visio equivalent that can import existing Visio documents if not actually edit them?

Viewer is not good enough. I'm hoping to import some smart-shape based architectural type, office layouts, etc. Dia may be able, but on first glance, it doesn't look easy or promising.

I may have to look at CAD pkgs. but the reason I was using Visio in the first place is that every CAD I tried was a pain in the posterior and required to much learning curve.
