visio page size vs. drawing scale

Does anyone know if there is a way to create a template with my title block on 11x17 paper but enable me to alter the drawing scale? If I take a drawing and change the scale it changes the outside borders and the block data I have on the edges.

I really need to find a fix for this before I am forced to rebuild my title block one more time (it is driving me mad).
