Visio Internal Error 3400 on Action 1283

I have a 5 meg Visio 2000 document that is not opening. When I try to open it it gives me the following error:
Visio Internal Error 3400
Action 1283: Open file

First try closing and reopening file. Next try restarting Visio.

I have tried to open this on 2 different PCs, have changed the name, copied to other folders. I am in desperate need of opening this file. HELP!!

do you have non-visio pictures in the file ...
that caused it to me ...was never able to figure out

I had this same problem today, and just made a "copy" of the file, renamed it and it opened up fine. Go figure.
