Visio Install Problem

I am unable to load Visio 2000 on a W2K box. I keep receiving the following error:
Orphans 'Callouts and Connectors Help' is missing parent 'Callout and Connectors'
I've been to the knowledge base for Microsoft but I don't see anything on this particular error. Can anyone help me out. Thanks in advance for any assistance rendered.

Using the information provided by this link I tried method 2 and 3 however I received the following error: Error costing F:\STANDARD\INSTALL\BIN\SR_1_IE_PAGE_LAYOUT_WIZARD.MSI.

I've reviewed the symptoms on knowledge base and none of them apply. I do not have any AV software running, I have 28GB of disk space free and I'm using the admin account. Any more suggestions?
